Small Group Basic Skills Model for Primary and Elementary Students
Learning Exchange utilizes a proven research-based program with exceptional results in both reading and math. The program content is skill-based and is in alignment with Wisconsin Model Performance Standards in both reading and math. Learning Exchange also aligns with the five crucial early reading skills identified by the Reading First initiative. LE employs a basic skills approach to the development of math abilities. Concepts of numeration and operations of addition, subtraction, multiplication and division of whole numbers, fractions, decimals, and percent are organized into 40 sub-skills that students practice and work toward mastery. Problem-solving applications of these sub-skills are part of the small group math program.
Both Reading and Math Small group instruction follows the above instructional model. Students sharing similar characteristics determine grouping. Diagnostic tests determine common areas of concern that form goal-oriented instructional plans for each group.
Each session focuses on at least three common skill areas with breakout activities that address individual needs. Students benefit from group interaction as well as individualized opportunities for practice. Instruction is in a maximum 6:1 ratio with a certified teacher
for a minimum of 120 minutes per/week. Multisensory materials and activities are
chosen based on student needs. Evaluation is ongoing.

Small Group Basics-Plus Skills Model
This model is designed for Middle and High School students. The foundation of this model is the same as the Basic Skills model described earlier that focuses on developing competency in the basics of reading and math, but also weaves a package of skills that are different from those needed ten to twenty years ago to help students now succeed in school and life in the 21st Century.

Initial strategic planning will identify topics and schedules for staff professional development. Learning Exchange collaborates with schools to design T-I Professional Development that will help teachers build student achievement in their classrooms through PD that has depth, breadth and follow-through in the classroom. In addition to T-I PD planning, Learning Exchange will also work with interested schools to design and implement a Title II PD plan. Through Leaning Exchange Professional Development, T-I teachers have had the opportunity to:
- Participate in customized PD aligned with their school's vision and mission.
- Take a wide variety of graduate/undergraduate credit or non credit courses through Sally Ride Academy/Cardinal Stritch.
- Attend T-I oriented conferences around the city and state.

In addition to Instructional services, Professional Development and Parent Involvement activities, Learning Exchange offers interested schools another important service for students, teachers and parents:
COUNSELING
Learning Exchange partners with S.E.T. Ministries to offer several models of T-I counseling to accommodate a school's needs and allocation amount:
- Four full days a week (replaces some instruction time)
- Two full days (replaces or complements some instruction time)
- One full day / 2 half days (complements instruction time)
- Several hours per week (complements instruction)

Strategic Planning with School Leadership
Learning Exchange will work with school personnel to:
- Identify students in greatest need.
- Align Title I activities (student instruction, professional development, parent involvement activities and other events, like counseling) with the school calendar.
- Align communication and consultation systems with the requirements of school curriculum, teachers and parents.
- Work with school Leadership on strategic planning, annual family recruiting and engagement, school resource deployment, building meeting productivity and building a team based environment.
Thorough Diagnostic Testing
- Reading diagnostic testing includes a 1:1 assessment of phonics, fluency, vocabulary and comprehension.
- Math diagnostic testing includes a 1:1 assessment of basic math skills: numeration, place value, basic operations of whole numbers, fractions, decimals, percents, ratios and proportions. Math problem solving and communication of math concepts are also assessed.
- Because of time restrictions, MS/HS students will be exposed to 21st Century Basics-Plus Learning Skills but mastery is not expected.
Targeted Skills Instruction
- Learning Exchange works with children to improve skills at whatever level they are at in order for them to build competence and confidence in their abilities.
- Program design is aimed to meet small-group instructional goals.
- Some multi-sensory materials are included to maximize opportunities and address individual learning styles.
- A minimum of 120 minutes of instruction is scheduled weekly for small-group instruction.
- The student/teacher ratio for the small group model, maximum 6:1.
Certified Teachers
Learning Exchange hires only certified teachers who have a proven background of experience.

A generous supply of praise and certificates of achievement are an essential part of our program.
Quality Control
- Student group plans are evaluated on a daily basis.
- Supervisory personnel monitor instructional systems.
- Regular visits by the Directors of In-School Services are conducted throughout the school year to assure quality control of all aspects in our Title I services.
Conferences and Consultations
Learning Exchange participates in all scheduled parent conferences and arranges other appointments upon request. Conferences with teachers are on a scheduled basis or by appointment about testing, student programs and classroom connections. Communications are face-to-face, by phone, by email, or in print. Home visits to meet with parents are done at a few schools by the T-I Licensed Social worker. Consultations can be scheduled or conducted as a need arises.
Written Reports and Assessments
As part of on-going communications with administration, teachers, and parents, Learning Exchange provides:
- Individual student reports of diagnostic testing
- Individual quarterly instructional progress reports
- Mid-term reports of all Learning Exchange T-I services
- End-term summary reports of all Learning Exchange T-I services
